100% resale!!
This is a reasonable suggestion. I'm not sure it would work in my situation. I need to travel to Kauai at specific times, for several weeks at a time, to help work on my son's property. If I wait for the discount window, nothing may be available. If I rent points to book months in advance, presumably I'd pay full MF and possibly more. It's doubtful anyone would want to rent far in advance at a loss.

During the pandemic, it's hard to gauge what the demand will be for Kauai in "normal" times.
If you are doing long stays, housekeeping won't even be an issue. 1 week costs around 154,000 points on average, so you get about 2 housekeeping credits per average week of ownership. With the way I use my membership, I'd save renting from a VIP at most 25% of the time. In those cases, I can always just rent out my extra points to break even on them, then rent from a VIP using what I got back from my own rental.

The only way to find out is ask and put up a timeshare wanted request.
You can also reach out to a few posting on the last minute rental board.
