Anyone know how room view priorities are assigned?

I'm wondering how the resorts prioritize who gets the best view when rooms are being assigned. I understand if you own at a resort and have a guaranteed view, you will receive that, but what is the order besides that? I hear people complain about the "dreaded dumpster/road/parking lot/etc view."

After you get past the owners at the resort:
Elite Owners at other SW resorts
Owners at other SW Resorts
Renters
Exchangers

I think it helps to put in a reasonable request - i.e. bldg. and high or low floor (but they don't accept requests from exchangers.)
