Alamo rejecting Chase CC as primary insurance

For our last 4 trips we used Alamo as the website let us Pre-Purchase TPL @ $18/Day. We did this to avoid the Insurance-Hassles at the rental counter.
All 4 trips at the counter were uneventful without any ambiguity about Mandatory V Optional Insurance.

Thus we ended up paying the Low Base Weekly-Rate [~$100/Week] + TPL-$126/Week + Tax.
Of course they hoodwinked us with the Exchange-Game [example above] which resulted in an additional 15%-20% premium in USD when we saw our CC statement.
