Given the rust, I suspect the integrity of the can was compromised at some point. Probably a long time ago. It seems the can was not stored in the best of conditions. Perhaps a hot garage, in an attic. I would expect if it was stored in a pantry all those years, it may look different. I also think more modern cans would look far different in 25 years than this can does.
