If one has a 2-bedroom lockout unit within SVN, can one half of the unit be reserved and the other half converted to StarOptions?

Yes you can. But, as I recall, you must alternate the units you convert if you are going to do it every year, meaning that you can convert the 1-BR side in one year and for the following year you must convert the studio side. (I'm thinking here of the 2-BR lockoffs that have a studio on one side and a full living room, bedroom and kitchen on the other side.) If this is incorrect, perhaps someone else can provide better information.

I's Starpoints that you have to alternate. You can make Staroption exchanges every year if you wish.

Just to be clear, you don't have to alternate. If you only own one week in the Starwood system, you can convert your unit to StarPoints every other year. If you think of your Lockout unit as two separate units, you can alternate between them to convert each year.

Or you can choose to convert both units one year, and not convert any the next. Your choice.

If you are a multi-week owner, at Elite level II (or is it III, I forget.) or above, you can convert your units every year.
