Hey friends, I know I've seen threads on the 1 in 2,3,4 rule before but couldn't find the exact answer to this question: if I book a stay at a resort for say September of 21, through RCI, can I book a second room for the same week? Or does that violate the rule?

RCI will allow consecutive or concurrent weeks (or both). I once booked 2 units for 2 concurrent weeks at a HGVC resort, for example.

Some specific resorts (ie Vidanta) have more restrictive rules, which should be on the page for that resort before you exchange.

Each resort has its own set of rules regarding this, so you really should call RCI to confirm. I've seen 1-in-4 years restrictions, but they allow concurrent and/or consecutive week reservations.
