I can't answer the specific question but most of the time, the "1 in 4" rules don't allow you to trade into the same region of the country within the same system. So you can trade into HGVC hawaii, then the next year HGVC LV, then the next year in HGVC orlando but you can not trade into one of the HGVC vegas resorts then the next year trade into a different HGVC resort in Vegas.
BUT these rules can & do change. Because the rules are just an agreement between the TS system and RCI. Therefore the system may ask RCI to change the rule for their system.

While I can't answer the specific question, I can say that this is strictly between RCI and HGVC. If you exchange your week through one of the independant exchange companies like SFX, there is no 1 in 4 rule.
I have traded into both HGVC in the Orlando area within 4 years and also did the same in Las Vegas. So for HGVC I beleive it is the same resort that you cannot trade in to. This is different for others in my experience. The Grand Mayan had cancelled my reservation because of the 1 in 4 rule even though it was not the same resort.
