SVV Bella - II or RCI?

I've been searching through TUG, and can't seem to find a conclusive answer on this.

Is SVV (Bella phase) in II, or is it in RCI?

If we were to purchase a resale Bella unit - and if it is indeed in RCI - do we need to purchase an RCI membership? (We already have an II membership.) We're looking at buying SVV for the StarOptions for SVN exchanges, and would likely never try to trade it through RCI.

A few in S and VA, a single resort in NC, MD, PA, and UT, plus Jamaica and the Bahamas
Bella is mandatory. All SVN enrolled units are eligible for II only.

Even if it was affiliated with RCI, no one is required to join RCI.

With Bella, you can trade the Staroptions with the SVN, or trade with II.

The II membership is included in your SVN membership.

Some older phases of Sheraton Vistana Resort that predate Starwood can be deposited into RCI, but to my knowledge NONE of the Sheraton Vistana Villages can be deposited into II.
