I have 2018 saved points which will expire this December 31st. Can I make an RCI reservation for 2019 or 2020 without depositing points into RCI ?

I saw some posting which says you have to deposit first. Just wanted to clarify. The membership guide says you can use the saved points, but doesn't say whether you have to deposit first.

AFAIK:

If you have saved the points and you immediately (vs. like 2 years from now) go to book something via RCI, make sure that you CALL to do this.
DO NOT book the RCI thingy online. The system is *supposed* to use saved points first and then regular points, but I got burned by that and it left the saved points and used my regular points instead. It was a train wreck to get it fixed.

If, however, you're not going to book something "now" (or are using OGS) and it's getting close to when your *SAVED* points will expire, then you will have no choice but to deposit those into RCI, thus extending their life.

Thanks @hurnik . BTW , I also have an existing RCI reservation for 2021 made with 2020 points. If I call the CS, will they be able to release my 2020 points and substitute this "SAVED" points instead?

You can try, but they'll be able to see when the points were saved and when you made your booking.
If you didn't save the points before you made the booking, IF they'll do it (I doubt it), then they will probably require that you cancel the booking and re-book with another Exchange Fee, but then you may lose your booking/hold on the resort.

However, if it was "after the fact" (ie, you really did save the points and then book), it can be done, but expect to spend quite a while on the phone and several phone calls to find someone who knows what the heck to do. Hilton doesn't actually handle this, it's RCI reps for HGV and they had to get an HGV rep on the phone, in order to fix mine after escalating to a supervisor, on a 3-way conf. call.

I had this happen with RCI a month ago. I matched to a property and booked it, but they reduced my 2020 points balance instead of 2019. I haven't had a chance to call as I've been overseas and travelling extensively for the past 6 weeks. My reservation is in Jan 2020. Do I still have time to clear this up if I get home Nov 18? I don't want to end up with 2019 points to save when they could have been used for this RCI reservation.

11/18 is just around the corner.
I think you could wait a week, but definitely call asap.

Update: I was able to call CS to swap 2019 RCI reservation for next month ( made with 2020 points ), swap 2020 RCI reservation ( made with 2021 points ) to use SAVED points (2018 points saved to 2019). The CS was really helpful, he did not have to cancel/rebook, just release future year points and take saved points. As usual this was an "exception".

Now i need to see whether they can do the same with a HGVC reservation which was already completed this summer using 2020 points.

That may be a bridge too far.
Points for RCI are deducted manually anyway, so why not rearrange the chairs on the deck.
But I've been told that, once a trips' been done, that ship has sailed. Of course, YMMV.

Now I agree with @Talent312, but it is easy to ask. Please report back with an update.

I always am “managing” my points to ensure they are coming out of the proper buckets. I would always suggest that you do this prior to using the points however.

No, they couldn't do it. In order for them to do it they have to modify an existing reservation.

All these saved points and unused 2019 points came from my newly added contract.
