Reservation Cancellation Policy

Here's what is posted under the Ownership 101 section of vistana.com

Change of plans? Now you can cancel your reservation online when your arrival date is 61 days or more in advance. Cancellations 60 days or less must be cancelled by phone with Owner Services.
Cancellations requested 60 days or less prior to arrival will:

• Be restricted to requesting a new reservation within 60 days of the new requested arrival date
• Not be eligible for StarOptions Banking or Starpoints conversion

The following cancellation fees will also apply:

• Cancelled within 60 – 8 days: $50
• Cancelled 7 days or less: $75

So I have two questions:-

(1) Does this mean that any reservation (Home Resort or SO) can be cancelled without charge or penalty as long as it is done more than 60 days ahead of the reservation start date?

(2) If cancelling within 60 days what the heck does "Be restricted to requesting a new reservation within 60 days of the new requested arrival date" mean? I'm English and I can't make sense of that sentence

1.) Yes

2.) if you cancel less than 60 days before your scheduled arrival, your Staroptions become restricted. Any reservations you make with them can only be made for arrival within 60 days of when you make the reservation. You can’t bank those Staroptions and you can’t convert them to Starpoints.
