Question about rolling over points

I've been looking at the offers for sale on ebay. Some of them show they come with rollover points from 2018 but no points from 2019. So my guess is that when points are used during a year, they Hilton takes the current years points first and after they are used up the rolled over points are next up? Is this correct? It's the only way I can think that 2018 points would be available, but no 2019 points.

One possibility is that this is a EOY (Every Other Year) contract.

If it’s an every year contract, it could be that the current owner used their points on their home season/resort booking. When you book your own season/resort week, you can only use your points for that year. So if they saved their 2018 points and then booked home season in 2019, they would use all of their points for 2019 and leave the 2018 points in their account.

HGVC will take the oldest automatically first if available.

They take saved points first, if the booking is (1) not a home-week booking,
and (b) not beyond 12/31 of the year to which saved (when they expire).
