What options are available if you are purchasing a unit at the Westin North Villa in Hawaii where the existing owner has booked a week in Nov 2018. The existing owner wants the purchaser to reimburse the 2018 mtce fees with purchase. Can new owners change booking date and carry over to 2019?

Yes - The Staroptions can be rolled over to 2019 - the deadline to do that is July 1.

I believe that if you turn it into staroptions then you will lose any preference for oceanfront or oceanview if your unit is designated as such. You may end up with an island view unit in 2019.

I did this when we brought our OFD resale in 2006 - Thanksgiving week was reserved - but we didn't have options that exist today (as above).
We used our 2006 week (had a wedding and T-Day dinner with family) - sounds like using it is not a good option for you. If the week reserved is Thanksgiving - you could also consider renting it to cover 2018 MFs.

In reality, you could just find another WKORVN resale that doesn't have the burden of the 2018 MFs (or associated reservation) now that you know that this is a purchase consideration.
Good luck - whatever you do - enjoy your purchase.

This is correct.
