Yes the rule changed on February 25th.
It applies to new members. Existing members are grandfathered.

Yes for those that are resale buyers after the cutoff date mentioned above. I'd point out the discounts are extended as a marketing tool and are not actually part of the membership.
Yes you need 75 points direct to get the AP discounts or any other membership extra.
Before buying the 75 direct you need to figure out if the AP discount will be worth the extra cost of Buying direct.
If you only go every 2nd year it will not be worth it.
