No, they don't. For many systems, the number of points required never changes. In fact, with some systems, the developer/management company gets to confiscate the last minute inventory for their own rental program, so they don't offer it to owners for less. Specifically, what system are you asking about?
Hilton originally offered low price cash deals (open season 30 days to 1 day prior) on remaining inventory. The cash price has been going up and up and is no where near the bargain it once was although in some cases it may be better than using points especially if you don't have the points to use. You can't cancel a point stay and book with cash and you can't allow a guest to use the cash open season rates.
HGVC has open season which are rooms booked 30 days out or less. The pricing can be higher or lower than booking directly from the Hilton hotel website. There is a 2 night minimum stay.
