Customs preclearance coming to St. Martin

    “U.S. Customs and Border Protection preclearance of Americans headed home from the island of St. Martin is planned to begin next year at Princess Juliana Airport on the Dutch side of the island, according to Marla Chermont, marketing assistant with the St. Maarten Tourist Bureau.

    Chermont said that the preclearance system was slated to be in operation by the end of 2020, although a specific timeline was not given.

    The program allows travelers to undergo immigration, customs and agricultural inspection by U.S. Customs officials before boarding a flight to the U.S., rather than on arrival.

    Princess Juliana airport is still in the reconstruction phase following damage from Hurricane Irma. The departure and arrival halls are in temporary quarters on the ground floor of the terminal building, but the departure hall will be permanently moved to the upper level of the terminal building when the roof reconstruction is finished.

    Preclearance is already in operation at airports in Aruba, Bermuda and on Freeport and Nassau, Bahamas, and it is in development for Punta Cana, Dominican Republic.”

    This is good news, but I suspect it does not apply only to Americans flying from SXM directly to US airports. If it works the same as US pre-clearance in Canadian airports, it will apply to ALL passengers boarding a flight from SXM to a US airport. The idea is that you land as a domestic passenger in the USA, so all passengers, not just American citizens, would have to have been pre-cleared. There would be no way to distinguish on landing between passengers on the flight who had been pre-cleared and those that had not.

    This will also give Canadians a simpler way to complete non-direct flights home. While we have lots of direct flights between Toronto and Montreal to SXM, being able to make connections with pre-clearance will give Canadians in both those and other cities greater convenience and more options. No need to collect your bags and have to allow for time in US customs and immigration upon landing in the first US airport. Just go straight to your next flight (assuming the connection is with the same airline). A big improvement!
