The only thing one needs to know about black tar herion, is to avoid it at all cost and yes, it's illegal. Basically, it's a cheaper, lower quality form of herion made mostly in Mexico and shipped to the U.S. Most knowledgeable addicts will try to avoid it, if at all possible but....
