This is all new to me, too. I seldom use the sign, but will if it is appropriate with a specific person I am communicating with. However, in this case it was clearly used for a planned purpose. Not to care is to condone hate however sneakily it is spewed. It is also wrong to assign racism every time OK is used, since most people use it to mean just that - something is ok, it's fine. This incident became a teachable moment. I wish the character actor could be outed. Maybe the people in his/her community would benefit knowing their mindset. One of those clues to future bad behavior.
