Why does it matter if the purchase was from eBay? I agree you can find some very low prices there, but I don't see how passing or failing ROFR are affected by the advertising platform.
Exactly. While the buyer pays a very low price, and it appears on ROFR.net that the developer waived ROFR at that low price, in actuality, the developer waived on a maybe much higher price, depending on what the fee was.
There are brokers that will structure to rise over ROFR hurdles with credit back transactions as well. We bundled seller and maint fees into the purchase price and it was credited back to us after the sale because the seller ultimately paid for them. We reflected the bulked up deal in ROFR.net because that is what the developer saw. Ultimately, what we have in ROFR.net appears higher than the rest, but we actually paid the same or less once the credit kicked in.

This is the issue i was getting at, though did not express myself well. The broker / seller regardless of how a timeshare is sold, may bulk up the sales price on the forms submitted to HGV.
I get the issue with PCC, but not sure how you can best express that on rofr.net. The check box idea could show the sale is from eBay, but might have the same scenario with units sold by the PCC / brokers website.
There are of course several inherent flaws with some data that is posted to ROFR.net. Being user input, there are input errors. Some people aren't aware of what all is included in the price sent to the developer. This is obviously a big problem mostly with Ebay listings. It would be great to add an indicator of an Ebay sale, we also have several other items we would like to enhance. However the person that developed the database doesn't have as much time to devote to making these enhancements. So for now, what we see is what we get unless someone else knows SQL and Azure.
