II vs RCI resort awards/ranks

Anyone else notice there are several massive differences between the awards given to the same resort by II vs RCI?
There are several resorts just in Branson that II has given a silver or gold star/award to and RCI has them without any Reward. Could this be because the resort is new to RCI?

One for instance is in Branson, Westgate Woods has a gold award "premier"? in II and no awards with RCI. Just curious to me.

A few in S and VA, a single resort in NC, MD, PA, and UT, plus Jamaica and the Bahamas
They can have different qualifications and since they don't publish the exact qualifications it could be anything. My understanding is that RCI is very pay to play and that it is fairly easy for a developer in active sales to pay- be in monetary or by agreeing to deposit x number of developer inventory into the exchange and/or rental pool of the exchange company.

It could also be that rewards require x number of review cards or that things like a 24 hr check in or year round access to a pool on site or elevators in x% of the buildings. So there could be things that disqualify an otherwise outstanding resort from reward levels. Who knows.

I found RCI's "resort recognition program" page. It states: "The RCI® Resort Recognition Program honors affiliated resorts that consistently offer superior vacation experiences. These awards are given based on comment card scores from RCI subscribing members who have vacationed at these properties."

II actually has listed out requirements that a resort must meet to gain their recognition levels.
Interval International Elite Resorts

The marriott’s that trade via rci don’t have a distinction. Well at least the ones I have looked at.
