My Interval International account was set up today and I can use my timeshare to trade. I have an EOY Odd floating week but I can see 2018 and 2019 usage. Why would I have 2018 usage if I have an EOY odd week?

II sets up the resort and does not know if you have every year or every other year usage. It also does not know if you still own the resort. As an owner, only you know if the weeks exist or not to deposit. They will verify with the resort to transfer the week. If you don't own that week, the resort will just let them know.

You don't, but Interval's system isn't able to account for EOY or ET(hird)Y systems. You'll get a reject if you try to deposit or exchange.
