Weird information on an estoppel (Resale Information Sheet)

I just received an estoppel for a Sheraton week (voluntary resort, no StarOptions.) It contained some very strange language, namely, the following:

The regular periodic assessment levied against the parcel is $0.00 per year.
...
The next installment of the regular periodic assessment is due 01/01/2019 in the amount of $0.00.

This makes it sound as if there are zero annual fees, which I know can't be correct. Is this just a mistake? Or, does "regular periodic assessment" mean something other than annual fees?

The last estoppel I reviewed for a pending purchase indicated the exact same thing.

I think if there is $0 due from the last billing, that is indicated as A (your first point) and if the new bill hasn't been prepared, that is C (your second point).

Thanks, Dioxide45! That makes perfect sense! (Well, I mean your explanation makes perfect sense. I'm not sure that Vistana's way of showing fees makes sense.)
