Exchange Fee/Balance/Due question

I'm trying to initiate an ongoing search. According to the web site, I have a $164 balance. However, it is asking me to pay again to initiate the search;

Exchange Fee $164.00
Your Current Balance $164.00
Balance Due RCI $164.00

Any ideas as to why? Seems like I should just be able to use the balance credit to initiate the search.

Edited to add: The balance was a result of another ongoing search that was cancelled. Now I'm wondering if that one was due to be credited back to the credit card, so can't be used to start a new one...

Our mainframe computer does not "link" a specific exchange fee to a specific search. Consequently, it cannot see whether there is enough money in the fund to cover all ongoing searches. Until we can get this functionality added to our mainframe, an exchange fee will be required for every search entered online.

To get around this, you can request a refund of any fees on your account that aren't needed to cover current exchange requests
