You can find all of the info on the Hertz website. There is a link called "rental qualifications and requirements " with all of the information regarding insurance.
f accepted LIS will increase your liability coverage from the minimum USD 35,000.00 to USD 450,000.00 per incident.
LIS is available at a cost of USD 13.00 per day for all vehicle groups.
Worse case scenario is accidental death. Recently, the law changed in Mexico that raised the auto liability standards. Each Mexican state has their own minimum liability standard. A few years back if a person was killed in an auto accident, the award was about $8,000 usd. This federal change, which applies to all states, has set the new limit to just under $26,000 plus funeral costs. This is called "criminal liability".
Besides the "criminal liability" there is a possible "civil liability" with a higher set limit determined by each state. The average is about $124,000.
The problem I see with the Hertz liability is that the vehicle has to have at least the minimum liability protection to be on the road. So if your in Puerto Vallarta your in the State of Jalisco with a civil and criminal liability of $120,000 usd each and if you drive over to Nuevo Vallarta you in Nariyat with a civil and criminal liability of $210,000 usd each. By allowing the vehicle to leave the rental lot the rental agency is responsible for the minimum liability regardless of what the website says, imo.
