There appears to be a bug in the online reservations system which affects SVN bookings for Week 1 of the Use Year.
To reproduce the bug, search for any resort using January 1, 2, or 3, 2016 as the check-in date, and begin proceeding through the reservation process. The system auto-selects StarOptions from your available 2016 ownerships; however, it does not display the "Show More" link, instead stating that you need to call Owner Services to borrow StarOptions from your next use year, even if you have other ownerships with StarOptions available for 2016 usage.
If you use Monday, January 4, 2016 as the check-in date instead, then everything works fine. The "Show More" link is displayed and you are permitted to select StarOptions from a different ownership.
My guess is that this error is due to Week 1 check-in days overlapping with the prior year's Week 52 check-out days. The error message regarding borrowing StarOptions from the next use year is likely based on the 2015 StarOptions balance being 0, whereas it should be based on the 2016 StarOptions balance.
