I believe most of the major attractions are opening the first two weeks in September and then the weekend. You can check Busch Gardens and Water Country USA web site for the most accurate information.
In September the weather is, on the average, cooler and less humid than in the summer. It is a good time to visit Williamsburg for that reason. Water Country will likely be closed after Labor Day. Everything else should be open. You can check other threads for information on the many things to do.
