This ownership is at Celebrity Resort in Orlando, FL and will convert to 31000 RCI points each year (July 1).
Maintenance fee is $590 and already paid for 2015 usage.

Buyer will get free usage of 2015 RCI points and also have some banked points as well.

Seller will pay closing cost if use LTT. Buyer pays nothing to own this week.
This ownership is fully paid for, and nothing is due until 12/31/2015 (for 2016 maintenance fee).

Yes, it is available.
Currently rci points account has 46700 points and 31000 more points will be added on 8/1, so 77700 rci points will be available to use.
2014 maintenance fee was $541.13 including rci membership fee, and paid $566.07 for 2015.

I'm new to the timeshare works, so please bear with me if I ask too many questions. We live about two hours outside of Orlando so go there at least one weekend a month. After some research, I think points are the best fit since we don't generally take a weeklong vacation. Thoughts?

I'm not familiar with RCI points. Would 31,000 points get you a 2 bdr in the summer on the beach or a 2 bdr in the Caribbean in the winter?
