Does Shell normally take this long?

I understand the 4-6 week rule, but I bought a Shell contract early last month. The closing company requested transfer docs from Shell middle of last month. As of today Shell has yet to send the transfer docs for me to sign to take ownership. Is this normal?

I think my first one took the normal 60ish days. When I added to it later, it only took a couple weeks.

But in the first transaction, how long did it take you to receive the transfer agreement to sign and return?

I bought it from CJ on Ebay. I don't recall having to wait any unusual amount of time for anything. In fact, I think I did all the paperwork together right after the sale. I think I sent in notarized docs with the credit app, etc. within a couple days of the sale. They had an in house closing company and it seemed like if there was going to be a delay, it would have been because I didn't send in my stuff quickly. They sell many of these contracts and maybe they have it down to a science. It did require much more paperwork than any other timeshare I've purchased on the resale market, but CJ sent me the complete list and I returned everything together.
