Ebay Blocked Bidders
As a ts seller on ebay I know that there are many different reasons that people get blocked. The only reason I block people is if they do not ever respond after winning an auction or if they just blatantly refuse to pay. I did take over the ebay IDs I currently sell under and there are people blocked from before I was there, and I can not speak for those people that i did not block personally.
That being said, ebay does have some automatic blocking "features" that will automatically put a block on someone. Depending on how the seller has these set, someone could be blocked automatically, without the seller knowing. See below from ebay's site:

Buyers who may bid on several of my items and not pay for them
-Block buyers who are currently winning or have bought ___ of my items in the last 10 days.
-Only apply this block to buyers who have a feedback score of ___ or lower.
"
I agree that blocking potential bidders is never a good idea if they are actual buyers intending to buy the item. Those people atleast bid up the auction if they do not win it. The problem, however, is the people that bid on auctions all of the time with no intention of purchasing. I have generally 10-15% of my auctions end with non paying bidders. Tons of time and expense goes into dealing with those people, or listing those items again. Those are the people that are blocked.
I don't understand why someone would bid on an item if they have no intention of purchasing it. If anyone has a good reason please let me know.
