New II fees for upgrading

Hi All- I have been out of touch for a while. I went online to do some exchanges for my usual ski weeks with my SDO 2016 and MCV 2017 units. II has changed and now charges an upgrade if exchanging the Lock off Guest room from my MCV into a Limited kitchen 1 bedroom. The Platinum membership at II reduces the fee from $99 to $59. I placed a deposit first request for a central oregon ski week with my MCV guest room. It pulled a 3br at Eagle Crest, but II called wanting $189 upgrade fee in addition to the exchange fee. When did this happen? I am totally bummed. With the rising MF, Lock off fee ($80) for MCV, exchange fees and upgrade fees, and II annual fee, it makes no sense to exchange. I can rent a ski week on VRBO for less. It was nice while it lasted I guess...
