Replace commercial rooftop heat pump -- what should it cost?

Suddenly (of course) the compressor in the 13-year-old heat pump or AC at our office died. It uses a discontinued refrigerant so I need to replace it. It's 95 degrees and the people are not happy.

I got a quote for replacing it with a commercial mini-split system with multiple room units and one central compressor -- $17k to $20k, sounds like a lot. It's a counseling office with 8 small rooms, balancing temperature has always been a problem, but I'm not convinced this will work any better and of course there is no way to "try it out."

What should just replacing the old unit cost? 4 ton, cooling and electric heat, one-story building, Southern California, shouldn't require any changes to ductwork or electric connection. Total space is 1500 square feet.
