I haven't tried lately, but there has been some discussion on HGVC's Facebook page about it.

Basically HGVC apologizing for the problems, saying you can call to complete your transactions, and despite the fact the website problems are their own doing they are still charging the higher fees to use the phone.

I'm on the HGVC site but I do not have a link to RCI. Does anyone else have this problem?
Also I only see the HGVC resorts and cannot see the Hilton affliated resorts on the booking system.

The RCI portal is under "My Club" > "RCI Affiliated Resorts" > "Reservations"
Generally, HGVC affiliates are not reservable online.
Their computer systems are not tied-in to Hilton's.

Regarding RCI under 'My Club' I do not see the 'RCI affliated resorts'.

If you are new to the system, it sometimes takes a while for HGVC to add RCI access to your account. You may want to call to ask why or when it will be done. When added, the menu should have these options in this order:

My Account
> Update Address
> Account Settings
> Manage Communications

My Club
> Resort Collection
........ Reservations
........ Resort Gallery
........ Member Guide
> Hilton Portfolio of Brands
........ Hotel Collection
........ Reservations with HHonors
........ Reservations with Points
........ Convert Points to HHonors
> RCI Affiliated Resorts
........ Reservations
> ClubPartner Perks
........ Adventures
........ Airline Travel
........ Cruises

As an update for other new owners I contacted Hilton and it takes 14 days for the link to be activated.
