If fully paid for you can probably sell it depending upon it's desirability. Most don't sell for much however and many are sold for $1 on Ebay and the like. Surrendering is pretty unusual. If they have someone paying the MF, they don't like taking them back. It has been done but I think it's rare. Others may be able to give you more information about your particular timeshare but I thought I could get it started.

The Summer Bay will take it back for a mere ( gulp) $2,000 dollars, but only if you qualify. Then they will sell it to someone for much more . No thanks!

I find that the most likely buyers/receivers of timeshare weeks are other owners that own at the resort. The problem is finding them. Unless you are sitting in the pool at your resort and happen to strike up a convo with another guest it is hard to locate other owners at your resort. Some resorts have an internal list of retail units - especially those resorts that no longer have active sales of new weeks at the resort.

Good idea to join your resort OWNERS Facebook Page if there is one.
