In case you haven't seen this on Interval's website...

Exchange Fee Update
Effective February 15, 2017, the new Internal Exchange fee for properly submitted exchange requests has been reduced to $139 for Vistana Signature Experiences owners.
That's all the information available. I'm not sure what the "properly submitted exchange request" part is all about? Playing around with online trades, we get the discounted $139 fee (instead of $189) for trades into other Vistana properties only.

A few in S and VA, a single resort in NC, MD, PA, and UT, plus Jamaica and the Bahamas
It's always been the case that it was $40 less than the regular online exchange rate. It looks like currently it is $50 less but only because they didn't raise the fee when the regular online fee went up $10.

I own at SBP and submitted an OGS earlier this year that included both Vistana and Marriott properties, so Interval charged $189. The OGS matched to a Vistana property over the weekend. Do I get $50 back?

Assuming this benefit works the same as the Marriott to Marriott benefit, the answer is no. Any time you include non- Vistana properties you have to pay the non-discounted exchange fee. Unfortunate.

You are paying for them to do the search, not for the end match. So thus, why you are paying the higher price.

Some people have reported that they were able to complain to II customer service and get the difference back. That hasn't been my experience but you can try.
