Am I being double charged Hawaii GE tax?

I own at the Lagoon Tower in Oahu. Every year, my yearly dues/fees includes a line item for Hawaii GE tax. My understanding is that that is the Hawaii occupancy tax? However, this year I am actually using my points to stay at the Bay Club on the Big Island. When I checked in last Thursday the first thing they did was present me with a bill for Hawaii occupancy tax for the week. Is this double billing for the same thing??
