1 in 4 Rule Enforcement

I would appreciate if you could clarify the 1 in 4 or 5 rule, its logic and enforcement for me.

Is this an RCI rule or a resort rule?

Who enforces the rule? How is it tracked, do I need to remember the last date I was at a particular resort?

What is the logic associated with the rule?

If a resort has such a rule & then spacebanks, it seem odd to me, I must be missing something.

Where can I find if an RCI resort has such a rule, I haven't seen it on the website & I don't see it in the directory?
