Casa Dorado Medano Beach - costs to cancel reservation, how to trade?

Friends of ours own a 2br at Casa Dorado at Medano Beach. If they want to reserve a week for 2017, does it cost anything to cancel a reservation? If not, is it probably too late to reserve a summer week or late March 2017 week there? They're not sure what they want to do in 2017 (trade or go back to home resort) yet. If no cost to cancel a reservation then they should reserve something now.

Can you make an ongoing request into Interval International (II)without actually depositing or do you need to relinquish the week into II if you want to put an ongoing search with II?
